I've got some old Serratus panniers. They never were waterproof, but nor was the claim made. That said, after years of biking they are still my everyday pannier and I've been using them daily for about 10 years. They are well designed and durable.
Although I would be hesitant to call anything "Waterproof", the Aqua-not seem to have an excellent provenance. They are doing all the right things with the right materials. Since I also sail, I know how water can make its' way into places you would never believe.
I too would like to hear from someone who has toured with them.
