Touring frame/bicycle upgraade recommendations?

If I my short tour when I move from Sweden to England is successful I decided that it would be an interesting challenge to create a new bicycle for touring from the frame-up in order to learn everything involved in construction and replacement/maintenance that I've not already learned before another longer trip in europe.

Option 1 - Custom Build
As I'll be in the UK, there's also a number of flexible hand-built frame workshops who can build to spec, although the downside is going on a usually rather long waiting list so I'm looking at pre-built frames.

Option 3 - Purchase/Upgrade
The usual alternative to building and what I did on my current bike was to buy one heavily discounted and then 'upgrade' it to tour-spec. If I was to take that route, I really like the frame and look of the Cinelli Gazzetta Della Strada Gazzetta della strada although it doesn't support discs, it's quite handsome.

If any of you people here were to build a touring bike or upgrade an existing available bicycle, which frames/models would you use and why?
