What's the tallest touring bike I can get?

I'm looking toward upgrading my bike. Right now I've got an old Fuji (83?) 68cm Absolute. While I enjoy it's size, it is a bit big I feel... my privates rub the rail in a standing position. I'm 6'7" and am thinking a good touring bike is what I need for a 15mi commute I'll be starting soon. Last summer I asked similar questions - and the response was get a custom bike - but that route is too expensive. I'd like to try and stay under 1k$. Is there anyone who makes a good touring bike at 66cm?

The Surly LHT ( Long Haul Trucker ) comes in a 64cm frame with 700 c wheels.

Haven't seen anything production over 64cm that's set up for touring. In addition to the Surly, Fuji has a 64cm frame on their touring bike that lists at $889. Budget components but it will do the job.

It may not be specific for touring but the KHS Flite 747 has large sizes:

What is your standover height? Riv's Hunqapillar comes in a 62 cm which they rate for 91.5-100cm. It seems your standover is the issue and that can also be affected by tires and other issues in the frame geometry. In other words, what's it gonna take to keep the equipment off the top tube?

Top tube length is a bigger factor than seat tube height for a proper fit so take that in to consideration as well.

If you're on a budget and looking for something you can load down, a 64cm LHT is probably your best bet. If you don't intend on carrying as much, another option would be the 64cm Straggler which has a massive 64cm top tube.

I have never done business with him, some reviews are excellent, some are the opposite. There many other people in the SF Bay Area that make custom bike frames.

If you go the custom route, it is IMPERATIVE that you document exactly what your requirements and wants are BEFORE discussions with the frame builder. This is WORK, the better job you do describing what you want, how and where you ride, the better the end result will be.

Rivendell offers the A. Homer Hilsen in 69 cm and 72 cm sizes. Not cheap, but what a bike!

well here is something that might work. Look at the Breezer Greenway...

Breezer Bikes - Greenway Elite - Bike Details

the XL size has a virtual top tube of 630mm which is quite close to that of the Thorn Nomad 620L. The Breezer should be a very nice bike and in your price range. Worth a look!

I once worked on a 68cm vintage specialized expedition. I have no idea how hard those are to come by though.

For $1k, I don't think you are going to find much in the tall frame market. Most are customs. Zinn does a lot of builds for tall riders.
I met a guy last summer who was 7'+, and he had a custom Curtlo. A custom Curtlo frame can be had for around $1000, but that is frame only. Other than that you will have to scour ebay and Craig's List to find a big frame. I found my 25" Specialized Expedition on ebay for $100, but I looked for over a year before I found what I wanted. Patience is needed when looking for odd sizes.

Wow, once in a great while somebody actually reads an OP's requirements and responds with a possibly useful suggestion!

The Bikes Direct Motobecane Gran Turismo, Windsor New Tourist (both drop bar) and Motobecane Cafe Noir (flat bar) come in 64cm, ~$700.

You would look long and hard for a used Expedition that size. However, the designer who worked with Specialized on this bike is making the Expedition and Sequoia (probably what the OP needs) under his own Lighthouse brand. It would be over the OP's budget, but everything is...so.
