Looks like a lot of places for it to flex and/or creak.

I saw handlebars similar to this last summer while touring in Switzerland. I would say that this "wrap-around" design was the most popular handlebar configuration with European bike tourists. I met few tourists who had drop bars.

This design certainly allows a lot of hand positions, and more postures translates into greater comfort.
