74 vs 75 head tube angle
Part time track racer, riding a 53cm Bianchi Pista Concept until I recently did some damage to the frame . I've been looking at the Dolan Pre Cursa which is very attractive for having very similar ST and TT lengths (within 1cm) and ST angle. However the wheelbase is longer on the Pre Cursa and 1 degree lesser. I wonder if these differences are negligible or can be noticed negatively. I'm very akin to the matching TT and ST lengths of both bikes and have found frames with longer TT than ST have left me with too short a stem for comfort. Any opinions on these frames in particular or similar frames. Thank you in advance!

Head tube angle is part of the entire geometry, you can't just break it out on its own and conclude much.
I'm perplexed as to why you care so much about seat tube length, you should be sizing primarily by reach, which is most closely approximated by top tube length. Then the seat tube length is whatever as long as you can get enough seat post in the frame or can get your saddle low enough.
