Is this normal HRM behavior?
 
My HRM gives the same exact value for long stretches, has some rapid changing, and holds a fixed number again for a while. This does not seem to correspond to hills, sprints, etc

I agree. Mine never looks like that. Something is wrong for sure.

Looks like the sensor is disconnected most of the ride. Do you watch the read-out while you're riding, and does it look normal or do you notice any connection drops.

Try changing the battery in the strap.

Had the same issue a couple weeks ago... new battery in the strap fixed the issue....
