You could always get the book by Sally Edwards "The Heart Rate Monitor Book for Outdoor and Indoor Cyclists", and start at the beginning and read through it. Better yet, if you could get her earlier book called "The Heart Rate Monitor Book" and read through how to properly use a heart rate monitor. Then you can read the other book, and it shows you how to put together your own training program.
