Uber Goober
Looks like a good deal on it if it's rideable at all.
I don't know about this particular model, but I've read that some of the other 4-person surreys sold are fairly pointless- slow and inefficient, worthwhile as a novelty, but not as practical as getting 4 bicycles for transportation.

I work once in a while in a wild life sanctuary where's a place that rents bicycles of this manufacturer but with 2 seats, not 4. The bicycles are for riders only, no load, despite you can improvise and attach a structure for cargo. For weight saving the bicycle is build in aluminum, being one of the factor that make them fragile. They are always broken and easily jams at the minimal abuse of riders. With extra cargo I suppose they would break even faster. The axles for the wheels are not standard and if they break you need sophisticated metal working equipment to build new axles.
Beside that, StephenH have said it all about efficiency and speed. I would add lack of braking power for descends even without cargo. Not an utilitarian bicycle. Definitely a nice bicycle for leisure places without traffic and flat empty roads.
