In an urban/suburb area without high-rises and with several fire hydrants spaced out on every block that would make a huge amount of sense. Every fire-fighter brings his own hose with nozzle coiled into the bike and just hook up to the hydrant and go. Obviously with high-rises and/or without hydrants readily available you need heavy equipment. Namely: ladder trucks, pumper trucks, lots of extra hose, and/or tanker trucks but for the suburbs you could get alone just fine with just putting in more hydrants so there is one close to every house and have a first response volunteer fire department for that neighborhood with a single garage full of bikes like that with a roll of hose and a nozzle on each.

Also a good idea to have in large industrial plants and dock yards and such for first response fire-fighting by on-site employees. They use industrial trikes in some plants to move small cargo around the plant. Why not the same redundancy for first response on sight fire-fighting?
