I've never liked the idea of teaching the basics and then expecting drivers to learn more over time. That's like teaching someone the alphabet and expecting them to write poetry the next week. Once a new driver has finished driver's ed, they're mixing it up on the streets with no fewer responsibilities than anyone else... but they weren't taught well enough to understand that fact. Some newbie with a day-old license has just as much potential to damage or kill.

If you could ensure that new teenage drivers learn everything about driving that the safest, smartest 40-year-old drivers have figured out, don't you think things would improve?

There has been a systematic dumbing down of all elements that would improve road safety from making driving tests easier so everyone can have "the right" to drive, to allowing more slack on enforcement so it now takes an excess of 15 mph over the speed limit to be "worth the courts time" and if a charge will not hold up in court its not worth the police time giving out unenforceable tickets so driving 40mph in school zones is now acceptable essentially turning a crash with a pedestrian from most likely favorable to most likely fatal, vehicles and roadways have been made "safer" allowing survival of vehicle occupants doing the most outrageous behavior, roads should not be designed to accommodate drunks and speedsters at the costs of bicycle and pedestrian safety.
