The kind of tires isnít the secret.
What makes that kind of riding possible is management of center-of-gravity.
Look how far forward heís pushed his body.
Itís similar to skid technique for fixies.
Itís some sort of studded tire anyhow. You can tell by the tracks.

No need for ice or special tires. Gatorskins will do that on any surface.

I would guess DIY studded from how aggressive they seem, on some wide tires. That video is mesmerising
