type of clothes to prevent cold wind burn

When I go fast down the hill in the early morning I get a wind chill factor. is trackpants and spray jacket ok to wear?

If you are cold from the wind chill then the answer to your question is no. It all depends on how easily you get cold though. Personally I wear a t-shirt and a gore-tex (water-proof/breathable) shell. This blocks all wind and is good for me from +5 celcius to -35 celcius, if it is colder I wear another layer underneath. As far as pants go, I usually just wear jeans, again if it is really cold I will wear a layer underneath like some wool long underwear. I find that head, feet and hands are what most people need to worry about keeping warm.

what about a balaclava?

I wear a balaclava but only if it is aound -13 celsius or colder. I does depend on the distance you ride though. I am only riding 5km most trips before I will be going inside.
