inbetween my front brake and front time. for some reason only get it on the front. I can't afford to get a different fork. The brakes are standard road brakes, so somewhat tight clearance.

Fenders will not help. I have full fenders on a generous fork and my front brake area is still covered with buildup when I ride in deep snow.

It makes no difference to the handling of my bike. I'm running cantilevers. What exactly is the problem?

You could possibly fabricate a metal snow scraper to clean the front tire. It could be mounted on the back side of the fork with the brake caliper mounting bolt. It should be curved to the profile of the tire and have only a small crack of clearance. Then it should knock off any snow before it binds in the fork crown and brake caliper.

Disc brakes or roller brakes are pretty much the only way to avoid this without doing a lot of work.
