Loop open in the winter?
So can (well I know I can but may I) cycle in the loop in the winter without cars?

I'm guessing you mean either central park or prospect park loop?
99% of the people here don't live in NYC and wouldn't know what "loop" you're referring to unless you're a little more specific.
