Which jacket?
I live in San Diego so it doesn't get real cold here. Lowest temps I ride in are in the 40's
Anyway I am looking for a good jersey, jacket or vest that will block out the wind and keep me warm. I have a Shower's Pass double century jacket that is great for rain and wind but I end up sweaty and damp in it. Right now a use a Craft Pro Zero base layer, Castelli long sleeve jersey which is thick and a basic nylon jacket / vest and its not always warm enough. It would be nice it was a jacket that could convert to a vest and was packable in a jersey pocket or large tool bag. I have been looking at Gore but not sure which one would meet my needs or if there are better options.

In the right lane
You need to look for what is called a shell. These are somewhat wind-blocking fabrics. They won't block wind as well as your rain coat, but come pretty close. They won't help much with rain, but are generally less sweat-producing than a raincoat.
Still, with low temps of 40s, I would be tempted to try a wind-blocking vest with a couple of long sleeve polyester tee-shirts under. I carry the shell in my bag in case it turned nasty.

Ok so it's 15 degrees in Wisconsin at least you can go X-C skiing.
