Circuit races and upgrade points
Never mind found my answer. Course needs to be greater then 5km per loop to be considered a road race.

Hmm... SoYoCo race (https://www.usacycling.org/events/?permit=2012-710) has a 2.5mi lap length, but is characterized in my race results as a road race. Pretty sure it also counted as a road race for PA BAR points.

If USAC and/or your regional entity license it as a circuit race, it's a circuit race. If it's not immediately obvious from the name of the race, ask the promoter.

Well I asked local official in charge of upgrades. He said they count as criteriums, even thought they are listed under Road Race on USAC website. Kind of a bummer, because I "lose" half the points.

crit and circuit races share the same points.
this would be easier if you just shared the actual details.
it sounds like you issue is a race is long enough to be counted as a road race and you're being told it's not based on lap length?
