Tail Light Use Flash or Steady?

Usually when I am driving, if I see a very bright light (white or red) that is so bright I can't tell what it is on, I slow and give more room when passing in case it is wider than I thought. Might be a bicycle or motorcycle with a side car, a tractor, a car, etc. It seems as if some drivers do this when I am on the bike. Of course, there is no way we can be sure what a passing driver is thinking as they pass, in most cases.
On the front of my bike there is a small, but bright flasher for dusk, and just in case i need it. I have a very bright headlight That I typically turn on before dark. I finish long rides or centuries twice a week in the dark. Often having 40-50 miles to get home in the dark. I use a very bright flashig tail light in the day, and turn it down at night.
I find I get along very well with the drivers in the very rural areas, even on a somewhat main road, that requires taking the lane because of huge holes on the right hand side of the road. But, in traffic in the suburbs, or urban areas, not so much. I think the more traffic around the less patient the drivers and the cyclists are.

I saw a guy yesterday with a milk crate strapped to the rear rack and a revolving amber beacon on a pole sticking up about 3 feet out of the crate. I assume he had a car battery in the crate to power the beacon. It was pretty hilarious. Now that image will come to mind every time I see a bike with flashing lights. Sorry I wasn't able to get a picture.

I was kinda worried once for the young boy with the flashing shoes walking down the road one night (when you step down they light up red)...
Was thinking a drunk could mistake them for a police car at a distance, and it was bar hours.

Getting set to head out at 0300 to begin today's riding. Red flashing left shoe and green flashing right shoe lights on the back. Sidewalks rolled up a LONG time ago so no need to worry about Otis.

FWIW, I adopted the present automotive approach: two tail lights (bottom of each seat stay) and a central, high-mount light (seatpost). The two lower lights (Serfas wotsits) shine steady-state, while the high-mount light (PDW Danger Zone) has a non-seizure-inducing "pulse" mode that I use. Fingers crossed...
