To be concerned or not to be concerned, that is the question
Back in December one of the bolts came out of my Ultegra crankset. Here is what it looked like back then:
At the time I had my shop fix the issue, so I didn't see the state of the crank arm. Today I replaced the large chainring on the crank and saw this:
I am assuming this happened back in December when the smaller chainring bent. Is this something you would be concerned about? When I put the whole unit back together, all seemed to line up and it looks like this piece isn't all that important. Anyone have any thoughts?

Part of the shoulder that keeps the ring concentric is sheared off. Not to worry, there's enough left to do the job.
Also keep in mind that many cranks lack this shoulder on middle and inner rings altogether.

Also, I agree- the broken-off section is inconsequential. Just remember to tighten all the chainring bolts.
