Try to manually pull the front shift wire and see if the derailleur will go to the big ring. It's easiest if you have a repair stand or some way to be able to turn the cranks and run through the gears. You can turn the bike upside down if you have to. If the derailleur won't shift the chain to the big ring, loosen the high limit screw on the front derailleur (the screw with the "H" next to it) untill it will. If the chain will go up to the big ring when you pull on the shift wire or cable, you just need to remove some cable slack. Shift it all the way as far in as the shifter will go into the small ring, loosen the nut or bolt that pinches down on the cable, pull the cable tight and re fasten.
Hope this helps.

There is a bike co-op in Atlanta, as I have suggested many times before I suggest you go there for some help, or find a knowledgeable friend. After more than a year here you are still needing help for pretty basic problems, so apparently long distance help is not working.
