Can anyone tell if these are vbrake or disc by looking at the picture?

Can't tell from the pic (you'd need to be able to see the hub clearly) but my gut tells me they're not disc. Not only do they have rim brake rims, but they also have reflectors. My reasoning is that a disc brake rider wouldn't be the type to have reflectors, unless these wheels have just been pulled OE from a brand new bike.

Disc hubs have a big flange on the side and usually aren't mated to hoops with machined surfaces. Even with the tiny photo, they look like rim brake compatables (canti/vees).

Ya, they'll be fine with V's.

The rims are compatible with V-brake, and probably any other rim brake. The res on your photo isn't high enough for me to be certain, but there may be a rubber disc mount cover also at the hub. Can you post a closeup of the non-drive side of both hubs?

From the photo, they are rim-brake compatible.
BTW, you could well design a wheel that is both rim-brake and disc-brake compatible. Just use a disc hub and a rim-brake rim
