Can't tell from the pic (you'd need to be able to see the hub clearly) but my gut tells me they're not disc. Not only do they have rim brake rims, but they also have reflectors. My reasoning is that a disc brake rider wouldn't be the type to have reflectors, unless these wheels have just been pulled OE from a brand new bike.
