Am Classic CR-420 Hubs - Rough Bearings

I bought a used set of American Classic CR-420 wheels and the 15mm rear hub bearings seem pretty rough to me. There's the friction from the seals, but I can also feel roughness when I turn them, similar to the feeling of loose ball hubs that are too tight. The front hub seems ok.

I started to take them apart, but it doesn't look like there's any adjustment to be made ... am I wrong ?

I'm used to loose bearing hubs and being able to adjust them perfectly, but am at a loss for what to do here ....

Thanks ... I think I have 15mm hubs though (not 17) and couldn't find a document on those. I'll email them.

Anyone with experience doing this ? "Gotchas" ? Cost ? Specifc tool needed ?
