Shimano 105 Handlebar Shifter Compatibility with Handlebars

Shimano 105 Handlebar Shifter Compatibility with Handlebars
So I just got these 105 shifters and I was wondering if all handlebar diameters are universal? The metal band attached to the shifter that the bar slides through has a range of 23.8-24.2mm. I was looking into buying some new handlebars but under the description it said they had a diameter of 31mm so I did not know if they would fit.
Also, I am having one heck of a time removing my old brake levers from my old handlebars, any suggestions?

all road handlebars have 24mm OD where the hands go. The 31.7mm on the bars is the clamp diameter for the stem.
conversely, all MTB handlebars will have 22.2mm OD where the hands go and whatever clamp diameter for the stem.
