Anyone know if these can be taken off the clamp to use on a frame with shifter mounts?

Nice, thanks for the reply... those are a bit newer but looks like they might work. For 20 bucks I'll probably just have to give it a go. Where are you in Washington, that's where I grew up!

You tell us, loosen up the screws [the flatheads with the ring/loops] holding them on. They're dead simple, you can't really screw them up.

and yes, there is a standard post in there, most likely shorter than a frame boss, so be ready to shim with washers. The key will be to get the tension right so the spring on the deraileur doesn't overpower the shifter and stick you in small/small.

Edit: they're purdy.

They are swappable as the clamp has standard shifter mounts although you may need a different stop plate and spacers (this is why the frame boss is longer) as the stop is integrated into the clamp whereas the frame mount needs to have the stop plate.

This is usually why taking shifters off a clamp and mounting them on a frame boss can be a little trickier as they use different hardware despite the actual shifter being the same.

Functionally, there is little difference between any quality friction shifter and improvements only become noticeable when you get into the nicer half ratchet models and things like Simplex retrofrictions.

These are Shimano 600 Arabesque shifters from the early 80ies.
You will need a frame with Shimano shifter mounts, which are different from standard (Campagnolo) mounts.
So unless you have an old frame with Shimano braze ons, you can not use them.
The shifters in the Ebay add are a later model which will fit standard brzae ons.

Looks like a pair on Ebay wouldn't be much. The best shifters I had were friction (can't remember brand probably shimano) and they had a half ring you could lift out to tighten or loosen the friction by hand. It was nice for the road for getting the friction just right. I am in Redmond Washington.
