Guess people use primer and paint for a reason ey.
Well I am going to try use the rubbing alcohol as best as i can and clear coat it. If it does oxidize or form rust guess that's just the way it is gonna have to be.
Will Nail Polish with acetone in be better than rubbing alcohol? The nail polish does say though it has 'aqua' too.

Have you considered talking to a professional painter about a 2k clear or powdercoat? Might me your best bet.

Just got it over n done with...
Bought brake cleaner, £7 a can, more than I thought... it seemed to take away some of the polish or shine, but gutted about that, but its been clear coated now finally, even the clear coat seemed to have left a 'rougher' feel to the metal... not too sure, the clear coat didn't take any shine away as such, just left it feeling a bit dry and rough.. which is annoying considering I spent 4 hours going from 80 grade to 2000 grade paper as well as t cut...
Thanks for all your help, hopefully someone fill find this article in years to come and find it useful!

Use auto wax after the clear coat is completely. You could even rub it out with compound first to get that smooth feel back. It will rust eventually, but you've slowed the process.

if it did not stick, strip it all off, and polish the frame with sandpaper and polishing compound(dry, on a buffing wheel) up to about 2000 grit. xylene wash and clearcoat. light sand and clearcoat. one more time. then you're done.
that's about what i'd do.
I'm not a frame painter, though. I've just done a lot of commercial/industrial painting, and some wood finishing.
edit: does lacquer stick to metal? good google question there? I've never had to lacquer bare metal before. If it doesn't work with proper technique, check a local paint supply store. They will have a clear product that works on metal.
it sounds like you did good. prep takes longer than paint. just sand and recoat.
