Sorry, but I only take pics from the drive side.
It is 23" or 58cm below, just confirmed, center of crank to seat binder bolt. Looking at the amount of real estate at the headtube of the bike above, it is definitely not what the seller is representing.

Based on the pics and Schwinn specs for that year the bike looks to be at least a 24 maybe 25 not a 23 which had slightly different geomtrey and construction than the 24/25 inch frames.
