As most Carbolite 103 steel tubed Peugeots, that is most likely a lower level model sport/touring bike from Peugeot from the 80's. It's certainly much better than department store bikes from back then and can be modded up to be a fun ride with better components. It will be a good, solid ride once you get it fixed up or modded, but don't expect racebike performance from it as frame weight and "relaxed" geometry are things that you cannot ever change on it. but it certainly makes for an ideal first bike to really tinker around with.

I would not change a thing right now. Well, wrap bars, lose the kickstand, add toe clips or clipless pedals. Then just ride, and ride. Clean it well, get derailleurs and brakes adjusted if they need it, re-grease and lube to the extent you can, set saddle and stem/bars for you, true wheels if needed. And ride more. The bike should be a comfortable, nice-riding machine.

Welcome to the Bike Forums.

Change nothing, for now! Make the bike road worthy and safe to ride, spending nothing extra on making it pretty. With that build complete, ride the bicycle for a month, or two. Get to know the bike and then decide on prettying up exercises.

As for identification, poorly lit, small pictures are of little use when attempting to determine, make, model and vintage. You can figure out how old the bike is by applying some of the information in How Old Is My Bike? And, you can give consideration to cosmetic issues by looking through Should I Paint My Bike? And, for a bit of entertainment and, perhaps, inspiration, have a look through Canadian Made Peugeots and at some of the Peugeots presented in the French Bicycles section of MY "TEN SPEEDS".

Hope that is a help and, once again, welcome to the forums.
