I was wondering what people thought it was worth? As is and also fixed up. It is head to toe campy. Except for the shimano 105 hubset and rims.

It looks like it is in pretty rough condition. As is, I don't think it is worth that much. Lesser known British frame maker also hurts value. Sugino crank is worth less than Campy crank as well.

If it fits, why not fix it up and ride it? You would have a cool unique bike.

+1 Not Campy head to toe with a Sugino crankset.
I don't think that is a CampI headset either. It is a nice looking bike and worth a good overhaul and cleaning. The hard part of the value is just lack of name recognition and not knowing the frame material. Clean and shiny but not being quite "All Campagranola" I would think someone looking for nice vintage road bike might give $200-300.

Does it fit you? I would take all the parts off the frame give it a good cleaning and waxing the clean and reassemble everything and ride it.

Paint it? why repaint a nice classic orange and white like that? It looks a bit rough around the seat binder but otherwise the paint doesn't look too bad. You should always be cautious about repainting a bike you know little about. What if this turns out to be some rare gem from the mid '70s that is worth thousands of dollars but after a quick paint or powder coat it is worthless?

If your intent is to build it into a fixed gear you really should resell it as is and find something a bit more common to modify.

I'm with Bianchigirll on this one. A repaint isn't a great idea. I've gotten dull paint to shine just using automotive rubbing compound. I think this would work for you: https://www.meguiars.com/en/automotiv...bing-compound/. I've heard guys on here like this also: https://www.amazon.com/Meguiars-G1030.../dp/B0002UNON8. As for removing the rust, there is a ton of info on bike forums. Oxalic acid seems to be the preferred way.
