Cayuga ski and cyclery and the bike rack are the two with the best service staff. Geneva bicycle center is aslso a top notch shop, but it's on the north end of Seneca lake (the next one over to the west).
Used bikes can be bought at old goat off the commons, earned at ribs or friends bike clinic, or possibly from me- I have a couple bikes and work at Cornell.
