I'm in! I had a fun time building my Sears 3 speed last year and ended up selling it for a small profit. Now winter's setting in, I'm riding less, and I need to clear out some parts in my garage for a potential move in the spring. I'm not sure how to work the pricing since I have practically everything I need to build the bike and have had the parts for so long I'm not sure how or where I got them.
I don't get too hung up on the rules. I liked the bike that won last year. It was nicer than mine and it won. That seemed fair.

Who will be the judge(s) this year? I was a judge last year and am not volunteering this time.

Here are a couple of snaps from my "Lord have Mercy on its Soul - Mercier"
Patina?
I'm not too big into firm price cutoffs. I do have a plan for this bike, but anticipate the total build to come in close to $200 if I skimp on tires.
I could do a simple repaint and keep it under $100, but what fun is that?
Just hoping the rust doesn't chew all the way through the frame tubes.
==============
Last year, I made a personal goal of riding 1 mile for every dollar I spent on my build, all between February 1 and February 15.

I suggested earlier going strictly by "People's choice". I will mix any bike I make into the middle somewhere.
What I'm thinking is on March 1, building several threads (with one master thread of links), with a poll for each major category with multiple entries. Categories without multiple entries will get lumped together.
It makes it a bit complicated, but then individuals can vote in each category. Best Road, Best MTB/Hybrid, etc, and it naturally groups bikes.
I'm always open for suggestions.
Rules as above?

I'm sure there are rustier bikes. I'm not quite sure what happened to it before I got it. It was a bit worse than I expected but the price was OK. It has both good and bad features, so it is a bit tough to place. Time to start stripping.
I just discovered a Normandy Freewheel, so now time to hunt down the proper tool (24 spline)
I'm not big on rebuilding functional wheels but these are good candidates for doing so.

I think your plan is at least as good as the others. I look forward to this, though I doubt I'll participate. I have too many projects of my own that have received too little attention. I have a winter bike I'll need any day and has been unfinished for years. And so on.

I may have a 24 spline tool that you could borrow. I will need to look through my "not often used tool" drawer though. If I don't reply, it's because I don't have it or can't find it.

Thanks for the offer. There are a couple of new ones and one used one on E-Bay. If I can get a good price it will save shipping back and forth across the country. Or I might just check with a local shop. It is always handy to have some oddball tools for those oddball jobs, although this doesn't seem to be a size/style that I really encounter very frequently.

I just may have to jump in on the fun this year. I have had this Proteus hanging from the basement rafters for a while now and a bunch of parts that want to be set free. The frame is straight, I just need to find a fork with a 300cm steerer tube.
How strict is the parts acquisition start date of 11/16?
One bit of advise is to maybe cut down on the number of categories. Nine seems like to many for the number of entries these usually get.

Death fork? Naaaah!!
Did it my own self. The shop wouldn't touch it, but they did lend me the tools.

Everything is flexible. I tried to indicate that parts acquisition is anytime. But, the assembly/build is this winter. But, if you just had your frame painted last week and want to join... you won't be ostracised.
Yeah, probably. I took some of the groups from last year, when there weren't any electrics. I think there have been recumbents in the past.
In a sense, one does't need any categories. In another sense, it is difficult to compare a MTB to a road bike. There were a couple of single speed racers last year. I'm not quite sure where they fell.
Having one bike in a category is difficult. Having 3 or 4 is good... No need to get 20 to compare fine details on.
I'd also like to encourage "unique" builds.
Anyway, I'm open to suggestions for a revised list.

There were some great builds last year and I can't wait to go hunting for a fresh project. Heck, it might even motivate me to do some of the other 6 projects ahead of it. I'm in no matter what the rules. It will be fun either way.

My entry is a dumpster find - a MASA 12 that has been hanging in the garage rafters for some time. It originally had a Shimano mechanical disk brake at the rear, but the rear hub was toast. Now it wears a Sturmey Archer SC3 rear hub laced to its original rim and a (sort of matching) German front wheel (both 26"). The only brake will be the coaster unless it seems too dangerous. If that is the case, I have a BMX side pull in my parts stash for the front wheel. I like the metallic burnt orange color. I'm working on obtaining a crankset and shifter.

Why does it always have a temperature rating, how about giving extra to those who might be riding at temps above 37c or 98f

Don't rub it in.
How about $2 for every mile at or above 38°C (100.4°F). That is a good temperature when it starts getting HOT, although we hit 100 a few times here last summer, and I managed to get outside. It was hot, but ok. Of course, it also depends on the humidity.
Can we subtract points for rides between 60°F and 80°F?
Last year, I think they allowed credits for below 0°C, 32°F. I know I hit it a few times with evening frost, but chose not to count it. Down around 20°F, it starts getting pretty chilly, but one can still bundle up. And, last year, quite a few participants also got snowed in, and thus extending the date to Feb 29.
