Seeing the beautiful finish and excellent condition chrome covered with flat black paint makes me think that perhaps someone thought, or knew, it to be thermally aggrandised and wished to disguise it lest the imagined rightful owner sight it somewhere...

The fact that it's a Gipiemme doesn't mean it's Italian thread....they did do English as well. But the 36x24 does mean it's Italian.

Resurrecting an old thread in case @Gnuen is still looking for info on this frame (and for future reference).
The fork (and presumably the frame) is a Giorgio (from San Damiano d'Asti). Apparently Cicli Giorgio is still in business although it doesn't look like they sell Giorgio branded frames anymore. There doesn't seem to be a whole lot of info about these even on Italian sites, so I guess that makes it rare?
Anyways, here are two (somewhat crappy) pics from a for sale post:

Thanks - unfortunately I still don't know what the fork crown is. When this thread started that was the first thing I was trying to research but didn't really find a whole lot. I ran across a couple of bikes in the last few months that had very similar crowns (one was a Zullo and the other a De Rosa) but would still like to find out exactly what it is.
As for sleuthing, it's more a matter of keeping things in the back of my mind while I go about my business (consuming c&v bike pr0n) and sooner or later I'll run into an answer

Yes, the fork is Giorgio. I ran across a very similar looking frame on ebay a month or so ago. I'm pretty sure that the fork and frame are an orignal match, as they share the same lugs. Cinelli..
