Would you buy a Pinarello SLX frame that's been repainted?
To me part of the appeal of steel Italian is the paint no matter how bad it flakes it's art. This frame has nice high quality German paint it'll probably not flake off short of a nuclear winter (or scraping) BUT it's not not beautiful it's functional. I'm not a big Pina fan but I am a fan of Italian geo and SLX and it really is priced as a respray frame.

Personally, I'd buy a repainted Pinarello OVER one with original paint. But then I like paint and decals that stay attached to the frame.

The lack of the OEM fork bothers me much more than the repaint. As to whether I'd buy it or not, it all depends on the price.

This looks like a Montello. I would be very concerned about all the flaking paint around the BB due to the rust under the paint. Why was it painted to begin with as much of the frame is or was chrome plated?
That fork looks a bit heavy handed to me.

Lots of Pinarellos get resprayed due to the disappearing decals they are know for. Agree w/ all that bulbous fork is very distracting. It does look like a Montello so a proper replacement fork will be like hens teeth at least here in the US. As you don't have a Pinarello fork anyway, there are quality chromed forks out there which would look correct. Also agree that rust popping through on the BB is a worry, as you say some may consider it "art" but to me I would get in neutralized as soon as possible and if you want clear coat to cover the "art". Matching that paint would take a stroke of pure luck.
I would look up the bottom bracket to confirm the SLX to insure the ride you are after and make an offer letting them keep the fork.
Let us know how it goes.

Two large for a rider Pinarello, if it passes the firsthand eyeball exam, have cash in your pocket ready.

Bb rust looks to be from someone's unfortunate decision to not use a stainless screw for the cable guide.
