Tanwall tire lumps and misaligned black/tan portions
I have some folding panaracer 700*32 PT tires and they're...lumpy. The black portion of the tire isn't a perfect line in relation to the tan portion. It encroaches by close to 5mm in the tan portions at times. The tire itself isn't perfectly round. I've had panaracers before and quality was never really super duper but these folding tires are pretty bad. I can't return them because I bought them months ago.

Roundness is paramount, though not seeing your I can't know how decent they are or aren't.
However, the line between the colors is often imperfect, depending on how the tire was made. On tires where both the tread and gum rubber are molded directly onto the tire body, the line can vary with the flow of the two materials. What matters is the molded reference lines near the rim and usually near the sides of the black tread rubber. if those lines run true, the tire is fine even if the color demarcation is off.

I see the same problems with crooked treads on cheap tubular tires made mostly in Thailand.
Does not mean they are all bad, but you sometimes have to dig into a bike shop's stock to find a pair with straight enough treads and base tapes (on tubs), so when you order them on line instead, you will be rolling the dice on them hoping the ones they send have straight enough treads.
