Sure looks like one to me. The Aztek lugs, the lack of chrome on the fork, the fork crown and eyelets, the paint, the cable stop ears on the DT. I'm not an expert on the headbadges and decals though so I couldn't swear what years it might be. It sure looks like early to mid-70's.

Could be from early to mid-70's from the head badge. If the downtube decal has slanted ends, it would place the frame as mid-70's, the early 70's had straight ends.

Much thanks! One more question. Are most UO8 and AO8 parts interchangeable? I ride a UO8 but I am using this rusty AO8 as my first rebuild project.

They are the same bike minus chrome trim, rubber hoods and QR on the hubs in AO 8 spec. Interchangeable in all mechanical ways.

The unreliable serial number indicates 1971 production, which is entirely consistent with the decals. You can build up your AO-8 to be something like my go-to-bike, a 1970 UO-8 that I bought as a bare frame when I worked at a Peugeot-Nishiki dealership in 1972.

I got it completely disassembled. There were some challenges but the internet helped. Now I am compiling a list of all I need in terms of replacement parts. Ugh pricing individual parts on eBay it looks cheaper to buy another complete Peugeot.

Bar is AVA steel with 25.0mm centre and breath of 38cm.
Wrap is smooth black plastic.
Plugs are VELOX black rubber.
Drive chain SEDIS 1/2" X 3/32".

I have this Peogeot completely dismantled and ready for powder coating. Then I saw this chrome ring on the fork. Does this come off? If so how? Much thanks for advice.

Yes, it comes off. It should be on there fairly tightly. It is the bottom headset race. Check the surface, where the ball bearings would rest, and make sure it is smooth. There's a special tool you could buy that fits over the steer tube and has these sort of "blades" that slide between for crown fork & that headset race to get it off.
Many, simply turn fork upside down in a clamp & use a thin screwdriver to gently tap it off.

Right now the frame is getting powder coated. I've purchased almost all the parts I will need once I pick it up next week.
What I am still missing and what currently transcend my knowledge is a modernized bottom bracket, chain ring and cranks. I want to get rid of the heavy steel components down there. I plan to order the velo orange french bracket. What I am scratching my head about is the rest of that project. What chain ring and cranks should I get and how long should the spindle be?
