94 Marin Palisades Trail: what's with this rack?

I bought this with the idea I might make a winter bike out of it.

I have no need to know this, but does anyone have any ideas why the back rack has so many knobs, indent and doohickeys?

What are they all for?

I believe that is either made to accept a child seat, or posssibly the topeak rack bag that slides on and snaps in place.
Or possibly the landing area for the mother ship.

edit: the braces half way up the seat stays make me think child seat.

2manybikes is exactly correct, it's for a child seat that snaps on. I've found a few of these, but never kept them long enough to use, they're very heavy!
