Help Identify 1960s Japanese road bicycle

Help Identify 1960s Japanese road bicycle
Can anyone tell who manufactured this bicycle frame?
Headbadge is Simpsons Sears of Canada. Simpsons Sears logo from 1963 to 1970.
Headbadge says "MADE IN JAPAN". Sears was pretty good at identifying the country of manufacture.
No decals.
No brazed on components.
A grease nipple on the bottom bracket.
Very plain lugs. The lugs are straight cuts, nothing ornately cut.
27 inch wheels. Colour is copper.
Serial number in two parts: 27455 Z569966
The bicycle has almost no original components in these pictures. I think only the cable guides on the chain stay and at the bottom bracket are original.
Original components (not shown in these pictures)
Brakes : Cherry centre pull.
Stem : SR JUN (50mm) date stamp: 6.10 ( decodes to 6=1966 and 10=November ? )
Handle bar : Sakae CUSTOM road champion
Shifters : Shimano with white plastic ends.
Rear Deraileur : Shimano Eagle.
cable guides : "333" ( An old series of Shimano components).
crankset: probably cottered.
