DC, I haven't decided.

Well today it is 60 degrees F.
Bicycle shoes
Bicycle shorts
Thin tight jogging pants (these are probably yoga pants)
wet long sleeved jersey
polar fleese pull over
Bicycle gloves

Here is how I ended up:
hands, feet, legs ok
cool chest and arms because the jersey was wet from the morning ride. It dried out nicely.
back and underarms warm and sweaty

I do like polar fleece. It is cool when I ride (generating heat) and warm when I stop.
