It's coated and should resist water somewhat

I challenge the $20 assertion though. You can't even get a cheap tire for $20 most places, much less paint for the bike or glue for the cardboard... and have you priced cardboard lately? Who's going to assemble this thing for even $20?

It's an interesting academic exercise. I watched the video about his invention process a few months ago
