Have you tried your local war surplus store. I found that they were a good source for rain gear as it generally takes a beating and needs to be replaced fairly often.

Yeah forgot about them. I forgot what they called those places. The last of them went years ago. I think coz Australians dont like that stuff. I used to love wearing the clothes but didnt get the connection to war. Way back int he 70/s early 80's i think. Used to be two stores in my area and 5 nearby...all gone

Costco has these https://www.costco.com/Kirkland-Signa...100131823.html which are pretty nice t-shirts. It's not cycling specific, but it's a nice moisture wicking shirt for $12. Good for hiking and other outdoor activity.

Why hasn't anyone thrown out the "just get wet" reply yet? It is easier - and definitely cheaper - to just carry a change of clothes. If it rains, you get wet. Most threads here about rain gear have someone posting that you will either get wet from rain or get wet from sweat. True water proof gear will probably make you pretty sweaty.
Otherwise I would forget looking for cycling specific rain gear and look for a cheap poncho.

Well i got sent a Rainbird Stow jacket that a friend bought on ebay. Its pink which is not my thing but tested it cycling in the rain tonight...worked great :0) thanks for all the suggestions!
