Drunk Drivers.

After replying to mike's thread Why is drinking and bicycling illegal in many states? I thought to my self, what should be done to save more lives from drunk driver accidents?
I think its insanely silly that people can still drive a car after 18 DUI charges! Just last night i was watching some car chase TV show, and one of the ladies that they chased had 18 DUI's! She ended up totaling her car while she drove again drunk. I hope that's the last time she gets behind the wheel, but if she's done it that many times, what's stopping her from doing it again? She may have only been caught 18 times, but who knows how many times she has driven her car and put others in danger while she was driving under the influence.
Does anyone know the current law for DUI's in your state / country? From what i understand, England is really tough of drunk drivers, but I don't know the exact laws.
Lastly, what do you think should be changed to keep these people off the roads? I posted a small idea in mike's post above of what i think should happen, but I would love to hear your ideas also.
P.S. I have no problem with people drinking if thats what they want to do, Im not against drinking for the most part, however i think its sad that close to a third of all accidents on the road have something to do with drinking and driving. I just wish they would stay off the roads.

My idea: I think the solution to drunk drivers is that bars / restrants (sp?) and taxi services should team up with the government where a bar could call a taxi for the intoxicated patron, and then the taxi co would bill the government the cost of the ride home, The government could pay for the program by adding on a 1 or 2% tax to all alcohol sales.

I haven't actually been hit by a drunk driver yet, but I've gone close and had them throw things at me. Here in Australia we have a legal blood/alcohol limit of 0.05 (I think that equates to 5% content of alchol in the bloodstream), but I've heard of people being caught with levels of 0.25 and above!
For a large breach of the kind I have described above, ban them from driving for at least five years, and when the five years is up, force them to prove that their testosterone levels have gone down significantly before even considering allowing them to re-sit their licence test.
One-off small breaches should result in heavy fines only. Repeated small breaches should result in the penalty I described in the previous paragraph. Oh yeah, and driving without a licence (this happens a lot where I live) should result in compulsory car forfeitures.

Hey im brett from tennessee, i hail orginaly from wisconsin.
Up there drunk drivers are a pretty big problem.
I was once clipped by a drunk his mirror hit me and sent me flying. So i know its aproblem. I think on state,city,and county levels we should have more mass transit so theres no exscuse for this behavior. I value my life and should be able to bike without geting hit. And plus biking is much better all the round anyway for yourself and the enviroment.
