I haven't actually been hit by a drunk driver yet, but I've gone close and had them throw things at me. Here in Australia we have a legal blood/alcohol limit of 0.05 (I think that equates to 5% content of alchol in the bloodstream), but I've heard of people being caught with levels of 0.25 and above!

For a large breach of the kind I have described above, ban them from driving for at least five years, and when the five years is up, force them to prove that their testosterone levels have gone down significantly before even considering allowing them to re-sit their licence test.

One-off small breaches should result in heavy fines only. Repeated small breaches should result in the penalty I described in the previous paragraph. Oh yeah, and driving without a licence (this happens a lot where I live) should result in compulsory car forfeitures.
