Bike rust control and safe locking?

I am moving about a half hour away and got my apartment today, and to my surprise I found out I cannot take my bike up to my apartment, so I am going to have to store it outside 24/7 in the cycling season, I know thins is just going to be havoc on my bike out in alll weather and around for possible vandalism. I have three locks to lock it up with it won't get stolen but id may be vandalized, that I have nothing but to hope and pray, my other concern is it turniong into a rust POS in record time

Any advice, suggestions?

A light coat of oil. Storage locker? Friend's house or garage? Other than that, I don't know. A Canadian winter can't be good for it. I'd be very tempted to slip it into my apartment when no one is looking. What are the penalties? Better your bike be outside than you, though.

Clean and carwax the outside of the frame. Treat the inside of the frame with framesaver or WD40
Grease threads and metal-metal contacts. Wax bolt heads and exposed cable. Grease cables well
When you grease the wheel bearings, pack them full of grease.
Put a plastic bag over your saddle.
This will keep rust at bay pretty effectively.

Get a Folding bike.

Take your seat and perhaps other parts with you to the apartment.

Stainless steel chain. There may be some sort of rain cover you can buy.

Why exactly can't you get the bike into your apartment?
