I looked at the tour results for some of those years. In some cases you have to go back to 8th place to find a guy that wasn't banned at one point.

How about this for a winning strategy: DON'T DOPE, but make sure all your teammates dope up. Have them pull you up the mountains, win the stage, win the tour, and claim you didn't cheat!
