cyclo-cross bike that is.
about half the original cost depending on age and condition. If it's not beaten up totally, half of original would be close, just depends how keen you are to get it. Hard to say given you haven't specified frame only or is it complete?
It's a $500 frame so I assume you mean complete with wheels and all.

Minor surface rust on some parts but it can be cleaned and removed. Little tears on the seat. Bike has kickin shoe clip pedals to be used with biking shoes. Overall, this bike performs and rides very well with high-end performance parts.
This Ridley Hybrid Racer is great for touring. It has a lightweight aluminum frame and equipped with Shimano performance parts. We highly recommend this bike

for a touring/cross bike, yeah it sounds like a good deal with Ultegra on it. 24" is a BIG bike, are you very tall?

sounds to me like you need to visit a few bike shops to see what you're looking at and get some basic guidelines to size and type of bike etc. This forum is not the place to get ultimate advice on what you should buy off e-bay.
How they measure that bike to be 24" I'm not sure, it doesn't look too big at all.
