Garmin’s website says that speed, HR and cadence will all be transmitted through the Powertap electronics (i.e., no need to buy Garmin’s speed and cadence units).
Is the same also true for Quarq and SRM?

SRM doesn't translate speed. But the 705 picks up cadence from the SRM.
I don't use the GSC-10 accessory with my SRM/705. SRM provides cadence, GPS provides speed/distance. The latter metric isn't all that important so I'm fine sacrificing some accuracy in speed/distance if it saves me a couple grams and a couple $$.
