Depends open the value of what you are protecting. Time delays used to be called slow blows, and they were intended to take out nuisance trips on low amperages. The problem is, 4 amps is not really low (150 milliamps is universally fatal), and that time delay can allow a significant surge.

If you are repeatedly blowing a 4 amp fuse, something is shorting somewhere.
