There have been quite a few posters who have joined, attempted to make a big reputation for themselves and within a short time have either been banned or have left. Sometimes they have agendas they are determined to push that are totally negative. They are easy to spot and the entertainment is in watching how they go about tearing themselves apart.

I'll admit my pastiche doesn't quite capture the full experience, but close enough for jazz, I think? I wonder ... perhaps a limit (10?) has been placed on images per post since SR was in his prime, and I couldn't be arsed to imitate fully his creative font usage, nor his citation of twenty-year old "technical" (sales promos in disguise) articles on the relative merits of steel, carbon, and hypothetically-disintegrating aluminum, but still ...

I can completely understand your sincerity in expressing the need of a steel frame, for the purpose of building a road bike. There are several options that you might explore in this search.
First of all, I would suggest that you join a nearby bicycle co-op. At the co-op, they should have access to donated chromoly steel bicycle frames. They just might have one there that's your size. If not, that's alright because the co-op will not be your only source for the search of a chromoly steel bicycle frame. You should also monitor your local Craigslist, frequently visit thrift shops, and keep a lookout for neighborhood yardsales. Whatever the case may be, with continued patience and relentless diligence, a chromoly steel road bike frame will eventually surface.
Of course, you can also purchase a road bike steel frame online and use your co-op membership to supplement your build, right there at the co-op, under the watchful eyes of seasoned veteran mechanics. They will be there to both advise you and assist you with respect to your build.

All steels have the same mass and/or densities. Chromoly steel has been made stronger than carbon (hi-tensile) steel, by the alloying of iron. This requires the addition of the elements molybdenum and chromium. Since these steels (which are alloys of iron) have been made stronger by these additions, they can be butted, or made thicker at the ends, where they are joined. This is true, because that's where most of the stress will be experienced by each bicycle. Butting is usually achieved by making the middle portion of a tube, thinner than at the ends. This is done to make the overall bicycle lighter in mass. It therefore, is performed mostly upon road racing bikes, and not so much with hybrids, cruisers, and mountain bikes.
There is a distinct difference between hi tensile steel and chromoly steel. Hi tensile steel is not as strong as chromoly steel. It is also more susceptible to rust or oxidation. It is however, almost as durable, and can be made to be just as strong as chromoly steel, by making the tubular walls thicker, or by increasing the diameter of the tubes.
Chromoly 853 is the same as 4130 chromoly steel, except that it has to go through an air-hardening process, to acquire its strength. 631 chromoly is almost as strong as 853 chromoly, but not quite. The stronger the steel, the more it can be butted, and the less it will weigh when racing. Therefore, 853 chromoly bicycle tubes can be made thinner than 631 chromoly tubes. Both types of chromoly bicycle tubes, can be made to be thinner than 4130 chromoly tubes. All chromoly tubes can be made thinner than hi-tensile steel bicycle tubes.
