hub/spoke recommendations?

im planning on doing 24/28 with either the pacenti or the hed c2 wide-rim hoops. im 145 lbs, do lots of group rides on bad roads. weight doesnt bother me, 1700-1800 should be fine. prefer sealed cartridge bearings on shimano/sram setup. and price is definitely a factor. i will not be able to afford the white industries or chris king or 240s level products. thanks

bdop also has wheel build kits based around similarly-profiled Kinlins and Novatec hubs (Sapim Race spokes, not bladed). Killer price of $240 - DIY Alloy Wheel Kit 24-28

isnt lower spoke count easily goes out of true quicker?

Not so much. Even and sufficient spoke tension yields a wheel that hold true. Spoke count is not the deterninant.

At your weight a very light wheel set is a problem free proposition. It would be a shame to forego it.
