Can anyone tell me how a top tube dent, about the size of a dime, can be fixed? Is it possible to fill with weld material or putty and smooth previous to paint? Putty seems like it would pop out.

Also stamped ISHIWATA and inside of a circle stacked from top right to bottom left JIS.
