Yes, it is the axel that I rotated where I found a continual jerky resistance. I suppose it should rotate smoothly. Off to the bike shop.

Yes, I have taken the back wheel off the bike and attempted to spin the wheel in my hands. It is difficult to spin, once it gets going there is alot of resistance, a very gritty feeling.
